I thought that the narrator was white because of the different diction between him and the Blues' player. While I was reading the poem I also had the sensation that he was detached from the player, maybe because of how he called the musician ( "I heard a Negro play", "coming from a black man soul" ).
But we also know that Haughs is well educated. He knows different dictions and it is kind of fashionable to put different dialect into literature, which is why I didn't really think that the diction could be an indicator.
I thought that the narrator what white because of how he seemed like an outsider during the poem. He seemed to only be observing the actions that were happening inside of the poem. I agree with Vale that the way he addressed the musician in the poem made me initially assume that the narrator was white.
